.TO is the Internet country code top-level domain (ccTLD) of the island kingdom of Tonga. Although, introduced in 1995 the .TO domain names were first sold to individuals in June 1997. The .TO ccTLD is administered by the Tonga Network Information Center(Tonic). Since 1995, in conjunction with the Government of Tonga they have been the national DNS registration authority for the country cpr144449003101 of Tonga. Tonic is very serious about keeping the .TO domain spam free. So they revoke registrations that are believed to (directly or indirectly) be responsible for spam distribution. So if the applicants are planning to their .TO domain for free URL redirection, be forewarned that this business is very difficult to run without becoming a spam harbor in the eyes of Tonic.
